Bhutan launched the Phase ll of an EGP System today, Tuesday, 7th July 2020. The e-GP System was launched by Lyonpo Namgay Tshering, Minister of Finance, Royal Government of Bhutan in Thimphu. Ms Kesang Demi, Director General Department of National Properties gave the welcome address and highlighted the benefits of e-GP for all stakeholders and the challenges faced in this very important reform process.Dohatec New Media, an international Software vendor developed and delivered the EGP system for Bhutan Government. The system incorporates extensive features by using the National IT infrastructure. Resources of different agencies are integrated in th e EGP System.In the EGP space almost all types of eProcurement Modules are in the systems. Online Bid opening and complete Bid Evaluation is provided. Bhutan has high capacity in Public Procurement in their civil administration. According the the Finance Minister EGP enjoys a special thrust in their strategy.The system was first launched in 2017 and has been operational since.Dohatec is engaged in Nepal and Bangladesh e-GP systems. Dohatec has developed the Public Procurement MIS will 45 key indicators. The Bhutan launch ceremony was in a Conference Hall and online with a host of distinguished organizations including the World Bank and ADB present.Lungs Shamsuddoha, Chairman, Dohatec gave an overview of the EGP system and highlighted how important Public Procurement was to the economy of developing countries.Ms. Jamyang Dema overview of e-GP system including the phase wise deliverables since 2017 and the rationale. She also spoke about the strategy adopted for securing buy in from the different government agencies.Mr. Karma Wangdi, gave the vote of thanks and said that the time and effort from the EGP team was selfless. He appreciated the flexibility and rapid response to ever changing requirements from Dohatec. He recognized “support from Dohatec was unwavering”.
